In an August 2004 story in the New Statesman , “ Why terrorists love Britain ,” Jamie Campbell cited the author of Inside Al Qaeda , Mohamed Sifaoui, as saying, “it has long been recognized by the British Islamists, by the British government and by UK intelligence agencies, that as long as Britain guarantees a degree of freedom to the likes of Hassan Butt [an overtly pro-terrorist Islamist], the terrorist strikes will continue to be planned within the borders of the UK but will not occur here.”
   अप्रैल 2004 को बात-चीत में अल -मुजाहिरान के लूटन शाखा के प्रमुख सैफुल इस्लाम ने कहा था कि वे संपूर्ण विश्व पर इस्लाम के नियंत्रण की प्रत्याशा में ओसामा बिन लादेन का शत् प्रतिशत् समर्थन करते हैं लेकिन ब्रिटेन में स्वयं कोई आतंकवादी हमला करने की संभावना से इंकार किया . हालांकि व्यापक अर्थों में उन्होंने आतंकवाद का समर्थन किया . “ यदि यहां कोई बम से हमला होता है तो मैं इसका विरोध नहीं करुंगा भले ही इसमें मेरा ही बच्चा क्यों न मारा जाए.लेकिन मेरे लिए यह इस्लाम के विरुद्ध होगा कि मैं यहां रहते हुए व्यक्तिगत रुप से ब्रिटेन के विरुद्ध हमलों में भाग लूं. इस्लाम के अनुसार जबतक वे मुसलमानों को यहां शांति से रहने देते हैं हम ब्रिटेन के साथ सुरक्षा समझौते को मानेंगे.” उसने इसकी और व्याख्या की “ यदि हम आतंकवाद में लिप्त होना चाहते हैं तो हमें यह देश छोड़ना होगा अन्यथा यह इस्लाम के विरुद्ध होगा .” आखिर सुरक्षा समझौता है क्या ?
